Exercise Scientia Vectis 2016: invitation-only NSW Public Works Hypothetical Catastrophic Scenario event

The process of the workshop involves stepping through the timeline of a hypothetical catastrophic emergency and identifying areas where the State’s public sector engineering capability would be totally overwhelmed.

In exploring opportunities for the private sector to assist, we expect to identify some of the barriers such as risk and liability, commercial realities and management and coordination arrangements that would currently stand in the way of broad scale private sector involvement.

The workshop is only the starting point for a longer term emergency engineering project to harness the private sector’s best construction and engineering capability by eliminating barriers be they legislative or organisational.  This will not happen overnight and we expect some of the issues identified may take a couple of years to resolve.

By inviting you to the workshop, we are not expecting any binding commitments – it’s not that kind of exercise – it’s a hypothetical exercise to help us identify and plan to eliminate barriers. To make this as effective as possible, we do request is that all participants really engage with the scenario and be open and honest about what their organisation’s role could be, on what basis they may be able to assist and what barriers would deter them from becoming involved.

Arrive at 08:00AM for a light breakfast
The exercise will start at 08:30AM and finish no later than 1:00PM followed by lunch
