Critical Infrastructure

  • Sector: Banking & Finance 
    Period: 2022–2025 

    Tigertail partnered with NGM Group to strengthen crisis management capability and validate plans critical to merger approvals and regulatory assurance. 

    Scope included:
    – Board and Executive familiarisation exercise and plan validation 
    – Multi-year crisis management exercises (2023 and 2024) 
    – Development of microsimulation approach for new prudential standards 
    – Coaching program for operational resilience staff 

    Outcome: A validated, tested and continually enhanced crisis management program aligned with prudential compliance and organisational resilience. 

  • Sector: Banking & Finance 
    Period: 2019, 2022 & 2025 

    Across multiple engagements, Tigertail designed and delivered crisis exercises reflecting the evolving risk landscape of global agribusiness banking. 

    Scenarios covered: 
    – Global pandemic and biosecurity (2019) 
    – Cyber breach of a critical third-party supplier (2022) 
    – Confirmed cyber-related data loss (2025) 

    Outcome: Each multi-jurisdictional exercise delivered evidence-based insights and improvement plans, building executive capability across Australia and New Zealand operations. 

  • Sector: Water 
    Period: 2025 

    Tigertail provided independent assurance on GMW’s emergency management exercise to meet statutory obligations under the Emergency Management Act 2013 (Vic). 

    Focus: Evaluation of GMW’s preparedness, mitigation, response and recovery capability for dam safety and community protection. 

    Outcome: A detailed assurance report confirming compliance, effectiveness and opportunities for improvement. 

  • Sector: Water 
    Period: 2023–2024 

    Tigertail delivered and reported on two multi-agency dam safety exercises—Exercise Awoonga and Exercise Whistling Duck—testing emergency communication systems and response coordination. 

    Focus: Dam safety, catchment management and use of the Whispir platform. 

    Outcome: Comprehensive post-exercise reporting and recommendations to strengthen readiness and response across multiple agencies. 

  • Sector: Aviation & Transport 
    Period: 2025 

    A strategic review and gap analysis of Avalon Airport’s Aerodrome Emergency Plan (AEP) led to a targeted tabletop simulation using virtual tools to test preparedness. 

    Focus: Plan review, scenario-based testing, stakeholder engagement. 

    Outcome: A validated AEP supported by evidence-based recommendations and capability improvement actions presented to key stakeholders.

Government

  • Sector: Science & Environment 
    Period: 2021–2023 

    Tigertail revised and modernised AAD’s Incident Management Framework, aligning it with the Australian Inter-Agency Incident Management System (AIIMS). 

    Scope: Framework redevelopment, multi-level training design and delivery, validation exercises simulating Antarctic incidents. 

    Outcome: A cohesive, national-standard incident management approach enhancing safety and coordination across AAD operations. 

  • Sector: Government – Critical Infrastructure 
    Period: 2025 

    Tigertail designed and facilitated Exercise Ardenna, a hybrid (in-person and online) simulation of a high-pathogenicity avian influenza outbreak in Victoria. 

    Participants: DEECA, Agriculture Victoria, Department of Health, EPA, CMAs and 18 Victorian water corporations. 

    Outcome: Strengthened inter-agency coordination and decision-making under complex biosecurity and water-related threat conditions.

Local Government

  • Sector: Local Government
    Period: 2023–Current

    Tigertail partnered with Campbelltown City Council to strengthen organisational resilience and continuity of operations. The engagement began with an executive-level discussion exercise to raise awareness of Council’s six key risk elements and to test its capability to manage significant disruptions.

    Scope included:
    – Executive awareness and disruption management exercise (2023)
    – Identification of process and procedural gaps in disruption response
    – Development of a whole-of-council Continuity of Operations Framework
    – Drafting of a Continuity Policy (2024–25)
    – Ongoing engagement to deliver a business disruption exercise

    Outcome:
    A validated and continuously enhanced continuity and crisis management framework that strengthens organisational resilience and supports sustained service delivery.

  • Sector: Local Government 
    Period: 2023 

    Following significant flood events in 2022, Penrith City Council engaged Tigertail to review its emergency management arrangements. 

    Scope: Comprehensive review of processes, procedures and resourcing for response and recovery. 

    Outcome: Practical recommendations to enhance council’s future preparedness, coordination and recovery capabilities.

  • Sector: Major Events 
    Period: 2022–2023 

    Tigertail developed and delivered two multi-agency exercises for Sydney World Pride, focused on preparedness for significant disruptions during the event. 

    Scope: 
    – Testing coordination and communication structures 
    – Validating notification and escalation protocols 
    – Practising complex incident decision-making 

    Outcome: Enhanced clarity of control, communication and escalation arrangements across agencies supporting one of Australia’s largest international events.
